Is my iPhone 4 4G? Or is it just 3G?

No it isn't. Your iPhone 4 uses a 3G network. iPhone 4 is simply means it is a 4th generation iPhone released from Apple.

iPhone – 1st Gen
iPhone 3G – 2nd Gen
iPhone 3Gs – 3rd Gen
iPhone 4 – 4th Gen

Currently in Australia there is no wireless 4g network.
